The film is based on a real-life incident and portrays the saga of swirling emotions in the lives of two women whom debutant director Seenu Ramasamy had an opportunity to meet. It is a mixture of action and romance.

Bharath plays two characters - a hotheaded man named Suriyan and a docile man named Chandran. Sandhya and Bhavana, who were featured with the actor in previous films, are cast opposite him again in this film. Rohini plays an important role as the mother of Bharath.

The character of Suriyan is akin to that of Pulavar Nakkeeran of yore (Sangam period) who dares Lord Siva himself and points out a mistake committed by Siva during a debate on Tamil literature and fearlessly argues with the God. Nakkeeran took the stand that a mistake was a mistake even if three-eyed Siva committed it. In the film, the hero, as Nakkeeran, is daring when it comes to fighting wrongs. He is like a landmine, which explodes in the face when someone steps on it.

Koodal Nagar is the literary name of the temple town of Madurai. The film has been shot extensively in and around Madurai, including the Sri Meenakshiamman temple. An expansive market place was constructed at Dindugal, inclusive of houses, petty shops, rustic roads and teashops. The shooting was held at other places also like Thiruparankunram and in AVM Studios in Chennai.

The music composed by Sabesh-Murali, which was released recently, has already proved a hit. "Koodal Nagar" is dubbed in Telugu also. Director Seenu Ramasamy, who has worked under Balu Mahendra and Seema, says, "It is a different kind of film not only for the lead stars but also for the Tamil film industry."
