Manila, Jul 20: The death toll caused by Typhoon Conson shot up to 76 as the rescuers in Philippines have recovered eight more bodies from the sea on Tuesday, Jul 20.
Air force choppers and airplanes and coast guard ships scoured the seas as the weather was better, to search the 72 people still missing since last week.
They could recover the dead bodies of eight people in waters off eastern provinces, informed National Disaster Coordinating Council (NDCC). Most of the missing were drowned in the sea or in rivers which overflowed. Some were also hit by the uprooted rees, toppled electric posts and other debris.
Many of the missing were fishermen who had gone to seas before Conson's arrival on Tuesday, Jul 13. NDCC also said that the tornado destructed the infrastructure, agriculture and fisheries worth 4 million dollars,

Tehran, Jul 20: Iran has taken its anti-smoking crusade one step further by now banning smokers from applying for high-ranking executive jobs in the government.
News agency ILNA on Monday, Jul 19 reported that the cabinet has passed the new regulations which prohibits people who smoke or drink alcohol or take any kind of drugs from executive posts.
The regulation, which was passed keeping in mind the mental and physical health of future executive officials, will take effect when signed by President Mahmoud Ahmadinejad.
The new norms are being mainly perceived as part of the Iranian government's anti-smoking campaign as alcohol is already banned in the Islamic nation and drugs are illegal.
If the rejected applicants protest, the final decision is to be made by a medical council from the medical university of their hometowns on whether the required health conditions are met or not, the news agency reported.

"I hate Indian people," said Jason Wallace, the attacker.
A lawsuit alleged that Latchman Ramnarine, who was being treated for depression at a group residence, was blinded by a racist who gouged out his eyes.
Wallace used his bare hands to rip out Ramnarine's eyes.
"Wallace became unstable and aggressive," said Ramnarine's lawyer, Michael Grossman.
"He repeatedly threatened my client with words like 'I am going to kill you' and 'I'll break your bones because I hate Indian people'," added Grossman.

West Bengal train accident death toll rises to 60

The death toll in the West Bengal train accident has gone up from 49 to 60 while over 90 passengers are said to have sustained injuries.
“A total of 60 persons, including three railway employees, have lost their lives in the accident when three rear coaches including one luggage van and two unreserved general second class coaches of the Vananchal Express were affected,” an Eastern Railway said in a statement.
The three railway employees killed in the mishap are driver M C Dey, assistant driver NK Mandal of the Uttarbanga Express and the guard of the Vananchal Express A Mukherjee.
The accident took place at around 2 am on Monday, Jul 19 when the Sealdah-bound passenger train, Uttarbanga Express rammed into another passenger train Vananchal Express.
Earlier the death toll was put up at 49 while the number of injured was estimated to be between 130 to 150.
While Railway Minister Mamata Banerjee has expressed "some doubts" on the cause of the mishap, Eastern Railway General Manager V N Tripathi has not ruled out sabotage.

Sainthia, Jul 20: The signal in-charge of the Sainthia station, Rehmat Ali, claimed on Tuesday, Jul 20, that the driver of the Uttarbanga Express was alerted by the station master that a train was already there on the tracks but he violated the red signal and resulted in the train crash, killing 63 people, including the driver and assistant driver of the Uttaranga Express.
He said the station master alerted the driver of the Uttarbanga Express over walkie talkie and asked him to stop the train as the signal was red and there was already a train on the platform.
“But he got no response and within 30 seconds and the two trains collided,” he said.
"Within 30 seconds of the Vananchal Express moving out from the platform, he got a call from the voice cabin that another train was entering the platform, " he added.
“I am sure that the signal was red. But the driver violated the red signal and entered the platform,” he added.

The alert train drivers of the express train realized that its iron hook had broken, detaching the engine and four bogies from the train that was moving at nearly 100 km per hour.
The railway officials attributed the snag to a technical fault and they also ordered for a proper investigation.

Lindsay Lohan is scheduled to start her 90-day jail sentence Tuesday, but the star's last moments of freedom may not be captured by cameras.
The troubled movie star is scheduled to be in a Los Angeles Courtroom Tuesday morning where she will be taken into custody.
Superior Court Judge Marsha Revel has placed tight restrictions on what the public will be able to see at the court hearing.
While the world watched as Lohan broke down in tears at her sentencing on July 6, the public won't be able to see the actress handcuffed and taken into custody on Tuesday, the judge ruled.
Cameras also must stop rolling when the judge announces that Lohan is remanded and the bailiff is instructed to take her into custody. The judge also ordered that photos of Lohan must be restricted to when she's at the counsel table.
Lohan was ordered to serve 90 days in jail for missing alcohol counseling sessions in violation of her probation. She was also sentenced to spend 90 days in a drug and alcohol rehab program after her jail term is completed.

Eastern European street kids facing 'HIV epidemic'

(CNN) -- Growing numbers of vulnerable children across Eastern Europe and Central Asia are at risk of dying from AIDS, with widespread drug use and the sex trade contributing to an "underground HIV epidemic," UNICEF warned on Monday.
The former Soviet states, from Baltic Russia to Tajikistan in Central Asia, and parts of the Balkans remain the only regions of the world where rates of HIV infection continue the rise, according to the UNICEF report, released at an international HIV/AIDS conference in Vienna, Austria.
"Today, street children in the region are dying of AIDS and drug use in much the same way as they died of cold, famine and typhoid in the twentieth century," claims the report, entitled "Blame and Banishment."
Newly diagnosed HIV cases increased by eight percent in Russia in 2009, by 10 percent in Georgia and by 22 percent in Belarus, according to figures released last week by the Joint United Nations Programme on HIV/AIDS (UNAIDS). Some parts of Russia have experienced a 700 percent increase in rates of infection since 2006, UNICEF says.
Widespread social stigmatization and discrimination associated also threaten to drive the epidemic underground, warned UNICEF's regional HIV/AIDS specialist Nina Ferencic.
"There's an unwillingness to acknowledge that there are young people and minors involved in these behaviors," said Ferencic, a co-author of the report.
"We hope to raise attention to the issues affecting children and young people who are either vulnerable, engaging in risky behaviors or already living with HIV and AIDS. These children need special support and services that reach them."
UNICEF said that street children and children in poverty were particularly at risk with a third of new cases of HIV infection affecting the 15-24 age group. Recent research suggests up to 40 percent of homeless children in the Russian city of St. Petersburg could be infected with the virus.
The problem of street children has increased since the collapse -- along with the entire Communist system -- of state institutions for orphans and neglected children in the early 1990s and the subsequent Russian economic crisis, the report says.
While there are no reliable estimates of the number of children living on the streets, experts reckon up to one million across the former Soviet bloc are currently fending for themselves.
For many, that also means exposure to drugs with around 3.7 million people in the region estimated to inject drugs -- a quarter of the world's total. One in four of those are estimated to be HIV positive. Many vulnerable adolescents also end up working in the sex trade, further exposing themselves to the risk of contracting HIV.
In the study in St. Petersburg, more than half of 319 participants aged 15 to 19 had experience of injecting drug use and 96 percent were sexually active with a quarter having had more than six sexual partners per year.
UNICEF Executive Director Anthony Lake said that authorities needed to establish "non-judgmental, friendly services" to address the needs of marginalized adolescents -- such as 100 youth centers established in Russia to provide reproductive and sexual health services, counseling and psychological support.
"Children and adolescents living on the margins of society need access to health and social welfare services, not a harsh dose of disapproval," said Lake.
Even when established, many outreach programs struggle to win the trust of vulnerable groups with one adolescent female sex worker at an HIV prevention center in Tajikistan telling researchers she had initially feared the offer of a free medical checkup and condoms was a police trap.
Michael Sidibe, Executive Director of UNAIDS, said he was also concerned that some countries appeared to be cutting investment in HIV programs, especially those targeting injected drug users.
Coverage of HIV prevention programs in Russia fell from 23.8 percent in 2007 to 13.6 percent in 2009 and in Georgia from 17 percent to 11.4 percent, according to UNAIDS figures.
"Epidemics driven by injecting drug use can grow rapidly when HIV prevention services are not available," said Sidibe. "Eastern Europe can not lag behind in the prevention revolution. Evidence shows unequivocally, harm reduction programs save lives and are a smart investment."
Sidibe also said the spread of HIV/AIDS in eastern Europe and Central Asia could not be broken without "empowering and protecting" children and adolescents.
"We must not rob them of their childhood," he said. "It is our responsibility that they have access to HIV prevention and treatment services."
Speaking to CNN on Monday in Vienna, former U.S. president Bill Clinton urged countries not to give up on funding AIDS programs, warning that the consequences would be "calamitous."
