It is yesterday once more in Kashmir. From the time I have flown into the valley on Monday, Srinagar has resembled a ghost town, bringing back memories of a visit two years ago. The only signs of life are tetchy security forces manning checkpoints or idly fiddling with their mobile phones, the odd chemist or a cigarette shop that is open, an occasional car with a flashing red beacon or an ambulance hurtling down its empty roads, a "ration truck" bringing in supplies to its besieged residents.

The interminable day and night curfews have drained all life out of Srinagar. People have retreated into their homes leaving back graffiti on the walls screaming Go Back India! In the restive old city, surly young men sit outside shuttered homes and shops and glare at the troops peering out of sandbagged bunkers and manning the razor wire checkpoints. People wake up at the crack of dawn to store up on supplies when the grocers open for a few minutes. At night, an eerie silence descends over the city as the moon plays hide and seek with the clouds.

It is another summer of unrest in what is possibly the most scenic valley in the world. Two months of cyclical violence between stone pelting protesters and heavily armed security forces have left more than 50 dead - mostly teenagers. Things are looking grimmer than ever before. It's a summer that could turn out to be another defining point in the valley's tortured history. A whole generation of children of the conflict - Kashmiri writer Basharat Peer evocatively calls it their "war of adolescence" - who grew up in the days of militancy and violence in the early 1990s are driving the protests today. (Seven out of 10 Kashmiris are below 25.)

Growing up in the shadow of the gun and what they say is "perpetual humiliation" by the security forces, they are angry, alienated and distrustful of the state. As prominent opposition leader Mehbooba Mufti tells me when I visit her at her heavily secured home overlooking the stunning Dal lake: "If these young men are not given something to look forward to, God help Kashmir." The hardline separatist leader Syed Ali Shah Geelani appears to be only leader with a modicum of legitimacy, however precarious. Prime Minister Manmohan Singh's "give peace a chance " appeal to Kashmiris in a televised speech on Tuesday appears to have left them cold. When politics and the state withers away, it creates a dangerous vacuum. One senses an early beginning of this in Kashmir today.

In the labyrinthine heart of the old city of cone-roofed cheek by jowl brick homes and shops, old "heritage" houses in elegant decrepitude, overflowing sewers and potholed roads, India has receded further from the collective consciousness of its residents. In their homes, mothers are stocking memories of their dead children in trunks, suitcases, cupboards and school bags. Most have died in the firing by security forces.

One mother emptied a cupboard and a suitcase full of of her 14 yr-old boy's belongings for me. Wamiq Farooq had gone to play in the neighbourhood when a tear gas shell fired by the troops exploded on his head. Doctors tried to revive him for an hour at the hospital before declaring him dead.

Now, sitting on a brown rug in a modest family home, his mother brings out Wamiq's red tie, red belt, white cap, fraying blue uniform, half a dozen school trophies, report cards, school certificates and then his pithy death certificate. "He is sure to be a face in the crowd," writes his school principal on one certificate praising Wamiq, the Tom and Jerry cartoons and science-loving teenaged son of a street vendor father. Then she slowly puts back Wamiq - his life and death - back into the suitcase and the cupboard and tells me, her eyes welling up: "I never understood why Kashmiri people demand freedom. After Wamiq's death, I do. I want freedom too. So that my children can return home unharmed and in peace."

Police in Mexico say they have found four bodies hung from a bridge in an affluent town south of Mexico City.

The four men had been decapitated and mutilated before being hung by their ankles from the bridge outside Cuernavaca, in the state of Morelos.

A message had been left with their heads warning that anyone supporting Edgar Valdez would risk a similar fate.

Edgar Valdez is reportedly fighting Hector Beltran Leyva for control of the influential Beltran Leyva drug cartel.

Cuernavaca, a city of 350,000 and a popular weekend retreat spot for wealthy residents of Mexico City, is at the centre of the turf war.

The cartel has been without a leader since Arturo Beltran Leyva was killed by the security forces in December.

Edgar Valdez, a US citizen known as Barbie for his blonde hair, is a leading contender to take over as the head of the gang.

But Hector Beltran Leyva, the former leader's brother, is also vying for that position. His other brother Carlos, another contender for the leadership, was arrested in January.

Police said the killing of the four men, aged between 25 and 30, was most probably linked to the drug turf war.

They had been reported kidnapped days earlier.

The Beltran Leyva organisation is believed to have the most sophisticated intelligence of any of the Mexican drug cartels, and controls firms involved in, among others, transportation, electronics, health products and hospitality.

Control over its many and varied operations is seen as a key prize.

Viewers Reviews:
First of all, the Titanic was an actual tragedy in history. This is exploiting the people who died in said tragedy, as well as being used as a pathetic money grabber. It should not be viewed by anyone who respects the original movie and the people who ACTUALLY LIVED IT! It wasn't even directed by James Cameron for goodness sake. Second of all, the graphics are a total disgrace to this movie. In my opinion, the special effects in the original 1997 movie were a lot better, the actors were well known, and the plot didn't suck. Honestly, who is dumb enough to sail a ship of the same name, on the same date 100 years later, on the same course...evidently to enter the same fate. It doesn't make sense, and should not be released in theaters or on dvd.

This was the worst piece of television I have ever seen. Shane Van Dyke was having a laugh when he made this. The effects were a total joke, looked like a PC game from about 10 years ago. The story was madness (an 800mph tsunami forces an iceberg into the path of the titanic). James Cameron must have been laughing his head off. Acting was awful, can't believe any actors would star in this film even for money. If you have 2 hours of your life you don't want to get back, you should watch this film. Almost so bad it's actually good. I hope they don't consider a titanic 3 because that would really be a disgrace to the film industry.

A Film Unfinished: Synopsis:
At the end of World War II, 60 minutes of raw film, having sat undisturbed in an East German archive, was discovered. Depicting everyday life in the Warsaw ghetto, the footage quickly gained traction as an important historical document. The found footage, in four small reels, had been used by archivists and documentary filmmakers over the past several decades to show what life was like in the ghetto. The images — accepted as reality — have now been proven to be a cinematic deception, as the Nazis had staged nearly all the scenes.

This new discovery of a long-missing fifth reel revealed an elaborate ruse. This new-found footage shows outtakes depicting staged and choreographed scenes taken from various angles, even unintentionally capturing at times glimpses of SS cameramen behind the scenes. Much of what was once regarded as fact has been given a new truth.

A Film Unfinished, which presents the entire film for the first time, is from Oscilloscope Laboratories and will open theatrically in Los Angeles on August 20th (New York on August 18th) and then in additional markets in late September. Just last week, Silversdocs bestowed the Writers Guild of America Documentary Screenplay Award to A Film Unfinished. Filmmaker Yael Hersonski will be in Los Angeles the first week of August.

Movie Full Summary:
A full decade after the end of the war, East German archivists finally began to sort through what remained of Hitler’s propaganda machine. Thousands of films were discovered in the exact location in which they had been stashed, a concrete vault hidden in a forest. It is also there that one lone copy of a film was found, over one hour long, with no soundtrack, no notes, no opening or closing credits and only a brief title, Ghetto. It was a rough cut, first draft of the longest Nazi propaganda film ever shot inside the Warsaw ghetto, the squalid home for half a million Jews living in three square miles, where poverty and typhus were rampant before the ghetto’s destruction.
With A Film Unfinished, director Yael Hersonski creates an unimagined intensity and focus by screening all of the reels of the silent, unfinished film interspersed with firsthand accounts from now-elderly residents who actually lived in the ghetto at the time, as well as – amazingly – an interview with the only Nazi cinematographer ever identified with the production.
Sequences were staged to falsely suggest that some Jews enjoyed “the good life” in the ghetto. Multiple takes of luxuriously-dressed residents thoughtlessly stepping over the bodies of fellow Jews, for example, were discovered, as well as a choreographed dinner party. Beneath the furs were the emaciated bodies of “actors” fearful for their lives.
Throughout, viewers cannot forget that what they are viewing — both Hersonski’s film and the now-infamous Nazi propaganda footage from the ghetto — as it both documents some of the worst horrors of our time and exposes the efforts of its perpetrators to propel their agenda and cast it in a favorable light

The Tillman Story Plot Summary:
Pat Tillman never thought of himself as a hero. His choice to leave a multimillion-dollar football contract and join the military wasn't done for any reason other than he felt it was the right thing to do. The fact that the military manipulated his tragic death in the line of duty into a propaganda tool is unfathomable and thoroughly explored in Amir Bar-Lev's riveting and enraging documentary.

The Tillman Story: Synopsis:
Pat Tillman gave up his professional football career to join the Army Rangers in 2002—and became an instant symbol of patriotic fervor and unflinching duty. But the truth about Pat Tillman is far more complex, and ultimately more heroic, than the caricature created by the media. And when the government tried to turn his death into war propaganda, they took on the wrong family. From her home in the Santa Cruz mountains, Pat’s mother, “Dannie” Tillman, led the family’s crusade to reveal the truth beneath the mythology of their son’s life and death. Narrated by Josh Brolin and featuring candid and revelatory interviews with Pat’s fellow soldiers as well as his family, Amir Bar-Lev’s emotional and insightful film not only shines a light on the shady aftermath of Pat’s death and calls to task the entire chain of command but also examines themes as timeless as the notion of heroism itself.

The Tillman Story Review:

One of the bumper stickers popular during the Vietnam War and later during the Iraq and Afghan wars states: "Governments lie. People die." If President Bush lied by saying that Saddam Hussein's Iraq was hiding weapons of mass destruction, there's no end to the prevarications we can expect from the higher-ups in our government. Individual stories can easily be created, cover-ups can be implemented. If you don't believe this, consider the scandal of Pat Tillman, a handsome, squared-jawed professional football player who walked away from a multi-million dollar contract with the Arizona Cardinals to volunteer as a ranger with the American military forces in Iraq and Afghanistan. (The Army rangers is an elite, special operations force.) A private person, he never gave the public a reason for this incredible action, though it's hinted that he was motivated by the exploits of some family members who fought in World War II and in Korea.
The essence of Amir Bar-Lev's "The Tillman Story" is that the U.S. government covered up the real story behind Pat Tillman's death on April 22, 2004 while on a mission in Afghanistan. The truth is that he was killed by friendly fire, bullets shot from the guns of fellow Americans who allegedly thought that he was Taliban, though one must be susp*cious of even this potential canard. He was gunned down in a hail of bullets that took away his head although he was just forty feet from the division of his unit that opened fire. According to Bar-Lev, whose "My Kid Could Paint This" is an exposé of a family who claimed that their four-year-old could paint abstract works as good as those of the masters, the U.S. government covered up the real circ*mstances of Tillman's death because a) they did not want it known that a sports celebrity lost his life from friendly fire; b) they were looking to make a recruitment poster out of Tillman by branding him a hero who is awarded the Silver Star for extreme bravery.
Most of the talking heads are from Tillman's immediate family: from his brother Bryan, who joined the Rangers as well, from his father, Patrick Sr., an attorney; from his widow, Marie Tillman, and most of all from Pat's mother, Dannie Tillman, a special education teacher, who is the most outspoken critic of the cover-up.
Pat Tillman was not just a jock but a well-read person, an atheist who had no problem reading The Book of Mormon to understand the religions of others, and a fan of the far-left linguist, Noam Chomsky who has been one of the leading critics of American foreign policy for decades. Aside from Pat's atheism, which you can be sure no-one from President Bush on down would comment upon in creating this hero, the young man possessed all the makings of a guy whom the country would like to look up to, thereby creating a major motive for the lies: Tillman becomes a poster boy for war. Never mind that he opposed the American mission, though one must seriously wonder why, then, he would not accept an offer to get an honorable discharge after the passage of a year and a half but instead went right back to the fighting to complete his three-year-term.
"The Tillman Story" is concisely edited to form a narrative, though one could have done with some cutbacks in the talking heads and more clips from Tillman's career on the football field and more videos and tapes from the battlefront. Some of the spokespersons were so inarticulate that they repeated "you-know" and "kind of" so often that you may wonder to what extent they are themselves covering up. One item not considered at all is whether the friendly fire could have been hostile fire: that is, from members of a unit that had something against Tillman and knowingly pumped him full of bullets for an entire minute though only forty feet from the man. There is a suggestion, though, that these Rangers were hopped up, eager for a firefight, and needing to prove themselves as genuine combatants who "saw action" during the war.
As though an encouragement to the audience, Bar-Lev notes how nothing would have come of the affair if Pat's dad, Pat Sr., did not write a letter accusing the military of fraud-thereby setting in motion a full investigation. "Speak up," Bar-Lev appears to say, "persevere," and do not let injustices go unpunished.

Cairo, Aug 22: An Egyptian minister told that a Van Gogh painting stolen from a Cairo museum is still missing.

Earlier on Saturday, Aug 21, the Egypt's culture minister Farouk Hosni told that two Italians were arrested at Cairo airport, and the Van Gogh painting worth $50 million was found. But later on Sunday, Aug 22, the minister told that he had been given inaccurate information, and the painting was still missing.

Van Gogh Van Gogh is believed to have painted 'Poppy Flowers' in 1887. Thieves cut the painting from it's frame at the Mahmoud Khalil Museum on Saturday, Aug 21. Later two Italians were arrested at Cairo airport after they were seen visiting a toilet and then rapidly leaving the premises. It is not clear whether the pair are still under arrest.

The same painting was previously taken from the same museum in 1978, but recovered a decade later in Kuwait.

Desperate to escape poverty in her homeland, Mimi fell prey to the traffickers who lure girls with the prospect of lucrative hotel and restaurant jobs.

But Mimi, like the other girls, is terrified that once the debt is paid the pimp will simply have her deported. "I have no visa," she admitted. "I cannot go to the police."

Three weeks after his escape from an Arizona state prison set off a manhunt across the West, John McCluskey is back in a Mohave County jail.

McCluskey and his girlfriend Casslyn Welch were transferred late Friday night to a jail in Kingman, not far from the state prison from which he escaped July 30 with Welch's alleged help.

The two Arizona fugitives had made their first court appearance in Apache County Superior Court earlier in the day to hear a long list of charges being brought against them. The Mohave County Sheriff office says both McCluskey and Welch were booked for escape, kidnapping, armed robbery, and aggravated assault with a deadly weapon. Welch also faces drug charges.

There was no talk of murder charges, although investigators say they are responsible for the murders of Gary and Linda Haas of Tecumseh, Okla., whose burned bodies were found in a travel trailer Aug. 4 on a remote ranch in New Mexico. Prosecutors are likely to investigate more evidence before they approach those crimes.

Their bonds were set at $1 million each before they were taken to jail in Kingman.

The pair was captured Thursday at a campsite in eastern Arizona. Two others who escaped with McCluskey were captured much earlier.

The office says the two will be held in a separate cells by themselves in the highest security level in the jail.

ESPN personality and popular sports columnist Jay Mariotti was arrested this morning in Los Angeles, this according to the L.A. County Sheriff's Department website.
Mariotti was arrested on a felony charge at 4:30 AM -- a police source tells us it is a domestic violence charge.

He was held on $50,000 bail and released shortly after noon.

Mariotti is a regular on the ESPN show "Around the Horn" and a writer for the popular sports website Fanhouse.com.

UPDATE: A rep for ESPN said the network had no comment.

MOGADISHU, Somalia (AP) — An explosion overnight at a house used by insurgents in the Somali capital killed at least 10 al-Shabab militants, including seven foreign fighters, the Somali Information Ministry said Saturday.

The statement said the blast, in a southern Mogadishu neighborhood, may have been caused by a premature car bomb explosion. Three Pakistanis, two Indians, an Afghan and an Algerian were among the dead, the statement said. The government cited "security sources" as the basis for its information.

Apart from the government statement there was no other verification of the casualties or circumstances.

Al-Shabab is Somalia's most dangerous militant group, and officials say foreign fighters with experience in the Afghanistan and Iraq conflicts help train its troops.

The U.S. military has no presence in Somalia but U.S. surveillance aircraft are known to patrol Somali skies. Last September a U.S. strike against a convoy reportedly killed powerful insurgent Saleh Ali Saleh Nabhan.

"We heard explosions within minutes of each other ... but in the morning when we woke up no one could figure out the details because the whole neighborhood was cordoned off by dozens of heavily armed al-Shabab militants," Abdulahi Ibrahim, a Mogadishu resident, said of the latest explosion.

A second resident, Osman Jibril, said he could see militants searching through the rubble of a leveled building.

Al-Shabab did not release any statements Saturday and calls to members of its group went unanswered.

In a separate incident Friday night a suspected insurgent died when a bomb he was trying to plant detonated, said a police spokesman, Abdulahi Hassan Barise.

"This is clear evidence that al-Shabab is planning death and destruction during the holy month of Ramadan. Terrorizing people has nothing to do with our peaceful Islam," said Interior Minister Abdulkadir Ali Omar.

Somalia has not had a functioning government since 1991, when warlords overthrew the president. Al-Shabab is the country's most powerful militia. Last month it carried out its first overseas attack, twin bombings in Uganda during the World Cup final that killed 76 people watching the game on TV.

TEHRAN, Iran (AP) —
Iranian President Mahmoud Ahmadinejad on Sunday inaugurated the country's first domestically built unmanned bomber aircraft, calling it an "ambassador of death" to Iran's enemies.

The 4-meter-long drone aircraft can carry up to four cruise missiles and will have a range of 620 miles (1,000 kilometers), according to a state TV report — not far enough to reach archenemy Israel.

"The jet, as well as being an ambassador of death for the enemies of humanity, has a main message of peace and friendship," said Ahmadinejad at the inauguration ceremony, which fell on the country's national day for its defense industries.

The goal of the aircraft, named Karrar or striker, is to "keep the enemy paralyzed in its bases," he said, adding that the aircraft is for deterrence and defensive purposes.

The president championed the country's military self-sufficiency program, and said it will continue "until the enemies of humanity lose hope of ever attacking the Iranian nation."

Iran launched an arms development program during its 1980-88 war with Iraq to compensate for a U.S. weapons embargo and now produces its own tanks, armored personnel carries, missiles and even a fighter plane.

Iran frequently makes announcements about new advances in military technology that cannot be independently verified.

State TV later showed video footage of the plane taking off from a launching pad and reported that the craft traveled at speeds of 560 miles per hour (900 kilometers) and could alternatively be armed with two 250-pound bombs or a 450-pound guided bomb.

Iran has been producing its own light, unmanned surveillance aircraft since the late 1980s.

The ceremony came a day after Iran began to fuel its first nuclear power reactor, with the help of Russia, amid international concerns over the possibility of a military dimension to its nuclear program.

Iran insists it is only interested in generating electricity.
Referring to Israel's occasional threats against Iran's nuclear facilities, Ahmadinejad called any attack unlikely, but he said if Israel did, the reaction would be overwhelming.
"The scope of Iran's reaction will include the entire the earth," said Ahmadinejad. "We also tell you — the West — that all options are on the table."
Ahmadinejad appeared to be consciously echoing the terminology used by the U.S. and Israel in their statements not ruling out a military option against Iran's nuclear facilities.

On Friday, Iran also test-fired a new liquid fuel surface-to-surface missile, the Qiam-1, with advanced guidance systems.

The Miss Universe competition has always been one which heralds itself on promoting a breed of strong, smart and independent women. But in a world where the relevance of “beauty pageants” continues to dwindle, have organizers turned to a more salacious means of obtaining viewers?

Earlier this year, the Miss USA pageant, which operates under the umbrella of the Miss Universe Organization, drew intense criticism for racy official photos, which featured the 51 hopefuls with smudged eyeliner, lingerie and come-hither expressions . And now, Miss Universe is following suit, with an official photo shoot by photographer Fadil Berisha in Las Vegas, where several of the contestants posed topless and in body paint.

So is featuring naked women is the only thing that can make this 58-year-old event news-worthy in 2010?

“It's alarming that this has been turned into a playboy-esque masquerade,” said Angie Meyer, who has worked closely with the Miss USA contestants and the organization in past years. “When you bring nudity into the equation, the pageant no longer becomes about the entire package of brains and beauty. Rather, the focus shifts to body image. The notion that ‘beauty’ embodies absolute physical perfection is a frightening slippery slope, and quite dangerous for young women around the world to adhere to.”

Iran Keeps Nuclear Options Open as First Power Plant Comes Online

With Russian help, Iranian engineers began loading fuel into the country's first nuclear power plant Saturday, marking a milestone in Tehran's development of what it insists is a peaceful nuclear energy program.

A top Iranian official, however, was quoted saying Iran will continue to enrich uranium on the side -- despite a White House warning that Iran does need the enrichment program once the new Bushehr reactor is online if its intentions are indeed peaceful.

"The country's large scale need to energy is obvious and that is the reason why we want to produce the required fuel ourselves," Iranian Foreign Minister Manouchehr Mottaki said, according to Iran's semi-official Fars News Agency. He said Iran needs the uranium to supply future power reactors.

Uranium enrichment is one of two paths to a nuclear bomb. Iran could potentially go the plutonium route with its Bushehr reactor, but Moscow has pledged to prevent spent nuclear fuel at the new site from being shifted to a possible weapons program.

Reflecting deeper international concern about the enrichment program, White House Press Secretary Robert Gibbs said last week that the Bushehr progress "underscores that Iran does not need its own enrichment capability if its intentions, as it states, are for a peaceful nuclear program."
"If the Iranians are sincere in a peaceful program, their needs can be met without undertaking its own enrichment program, which call into question its motives," Gibbs said.

With Iran now proceeding on two tracks with its nuclear energy program, the White House reportedly has helped forestall a possible Israeli strike on the program - at least for another year. There was speculation that Israel had a narrow window this past week to strike at Bushehr before nuclear fuel was loaded and the danger of radiation from an attack became too great. But The New York Times reported that the White House persuaded the Israelis that a nuclear weapon, should Iran pursue it, is at least one year from being developed.

White House counterterrorism adviser John Brennan said Friday that the Obama administration is "very concerned" about Iran's activity, declining to elaborate on the conversations with the Israelis.

"We need to stay focused on preventing Iran from having a nuclear capability," Brennan said.

Even as Iran's nuclear chief said the plant demonstrated the country has only peaceful aims, he celebrated it as a defiant "symbol of Iranian resistance and patience" in the face of Western pressure.

"Despite all pressure, sanctions and hardships imposed by Western nations, we are now witnessing the startup of the largest symbol of Iran's peaceful nuclear activities," Ali Akbar Salehi told reporters inside the plant.

Washington and other nations do not oppose Iran's stated aim of producing nuclear energy, but are concerned that if Iran masters the enrichment cycle it would have a pathway to weapons production under the convenient cover of a peaceful energy program.

It is the enrichment work that has been the target of four rounds of U.N. Security Council sanctions.

After years of delaying its completion, Moscow says it believes the Bushehr project is essential for persuading Iran to cooperate with international efforts to ensure Iran does not develop the bomb.

The United States, while no longer formally objecting to the plant, disagrees and says Iran should not be rewarded while it continues to defy U.N. demands to halt uranium enrichment.

On Saturday, a first truckload of fuel was taken from a storage site to a fuel "pool" inside the reactor building under the watch of monitors from the U.N.'s International Atomic Energy Agency. Over the next two weeks, 163 fuel assemblies -- equal to 80 tons of uranium fuel -- will be moved inside the building and then into the reactor core.

Workers in white lab coats and helmets led reporters on a tour of the cavernous facility.

It will be another two months before the 1,000-megawatt light-water reactor is pumping electricity to Iranian cities.

The Bushehr plant is not widely considered a proliferation risk because the terms of the deal commit the Iranians to allowing the Russians to retrieve all used reactor fuel for reprocessing. Spent fuel contains plutonium, which can be used to make atomic weapons. Additionally, Iran has said that IAEA experts will be able to verify that none of the fresh fuel or waste is diverted.

Of greater concern to the West, however, are Iran's stated plans to build 10 new uranium enrichment sites inside protected mountain strongholds. Iran said recently it will begin construction on the first one in March in defiance of the U.N. sanctions.

Nationwide celebrations were planned for Saturday's fuel loading at Bushehr.

"I thank the Russian government and nation, which cooperated with the great Iranian nation and registered their name in Islamic Iran's golden history," Salehi said. "Today is a historic day and will be remembered in history."

He spoke at a news conference inside the plant with the head of Russia's state-run nuclear corporation, Sergei Kiriyenko, who said Russia was always committed to the project.

"The countdown to the Bushehr nuclear power plant has started," Kiriyenko said. "Congratulations."

Iran's hard-liners consider the completion of the plant to be a show of defiance against U.N. Security Council sanctions that seek to slow Iran's other nuclear advances.

Hard-line leader Hamid Reza Taraqi said the launch will boost Iran's international standing and "will show the failure of all sanctions" against Iran.

President Mahmoud Ahmadinejad reiterated Friday that Tehran was ready to resume negotiations with the six major powers trying to curb Iran's enrichment work -- the five permanent Security Council members plus Germany.

Ahmadinejad, however, insisted Iran would reject calls to completely halt uranium enrichment, a key U.N. demand. The president had earlier said the talks could start in September, but in an interview with Japan's biggest newspaper, The Yomiuri Shimbun, he said the talks could start as early as this month.

Russia signed a $1 billion contract to build the Bushehr plant in 1995 but has dragged its feet on completing the work.

Moscow had cited technical reasons for the delays, but analysts say Russia used the project to try to press Iran to ease its defiance over its nuclear program.

The uranium fuel Russia has supplied for Bushehr is well below the more than 90 percent enrichment needed for a nuclear warhead. Iran is already producing its own uranium enriched to the Bushehr level -- about 3.5 percent. It also has started a pilot program of enriching uranium to 20 percent, which officials say is needed for a medical research reactor.

The Bushehr site is about 745 miles south of Tehran. Russians began shipping fuel for the plant in 2007 and carried out a test-run of the plant in February 2009.

Iran says it plans to build other reactors and says designs for a second rector in southwestern Iran are taking shape.

The Bushehr project dates backs to 1974, when Iran's U.S.-backed Shah Mohammed Reza Pahlavi contracted with the German company Siemens to build the reactor. The company withdrew from the project after the 1979 Islamic Revolution toppled the shah.

The partially finished plant later sustained damages after it was bombed by Iraq during its 1980-88 war against Iran.

Before making the Russian deal to complete Bushehr, Iran signed pacts with Argentina, Spain and other countries only to see them canceled under U.S. pressure.
